History
Close-cropped greying hair, oilskin coat salted white at the cuffs, a lantern that never quite goes out.
Quiet, stubborn, kinder than he admits. Speaks in weather and work. Keeps other people's secrets better than his own.

Rook walks the stairs the sea took. Each dusk he lights the brass lanterns that keep the drowned streets from climbing back — including lights that hang below the waterline, which the Compact pretends are not for the living. He has owed the Archive a true name for seven years. After the third bell, he brought Maera a cracked tablet instead of a confession.

What Rook knows
The bell sounded from below, not from the rope. Someone is still lighting glass in the drowned streets. He has been feeding those lights for years.
Secret · not shared
He believes the Compact is only the upper city's copy. The drowned keep their own ledger, and Maera's book is what the sea allows her to see. He still brought her the true tablet — not a copy — because he will not let her walk the stairs unprepared.
Rook’s Third Bell
He came up hooded so she would see the tablet before she saw his face. If she had taken it from his hands, he would have known she still did not trust the stair.
