The Salt Compact

Canon

No law, vow, or debt is binding in Saltcairn unless it is pressed into a salt tablet and witnessed by the Archive.

The Compact has three clauses. First: a promise must fit on one tablet. If it cannot, it is two promises, and both must be kept. Second: the tablet is stored in the Tide Archive. Copies may be made, but only the original cracks when the vow breaks. Third: the sea is the last witness. On the night a tablet cracks, the third bell rings without a ringer. Maera Vell’s working theory — not yet canon — is that the drowned streets are not ruins. They are a second ledger, written in water.
